                                                          Minutes of Regular Meeting

                                                          August 8, 2004

 

 

The Board of Directors of the Kittitas County Water Purveyors met in Regular Session on August 8, 2004.  Directors in attendance were Jack Clerf, Jim Schnebly and Mel Dyk.  Also in attendance were Kathleen Satnik, Roger Satnik, Jack Carpenter, Carol Ready and Anna Lael.

 

 

The Minutes of the July 27, 2004 meeting were approved as corrected by a motion from Mel Dyk and seconded by Jim Schnebly.  The motion passed unanimously.

 

Carol Ready apprised the Board the YTAHP grant will end September 30, 2004 and apprised the Board a new grant is being prepared for October  1, 2004 through September 30, 2005 and requested projects be submitted for funding approval.  Carol apprised the Board the KCCD/Manastash agreement will end September 30, 2004 and the effective date of a new or amended agreement will be October 1, 2004.  Anna Lael presented updated information on the Manastash Project explaining the many frustrations and that it appears the project is finally moving forward.

 

Moving to grant updates Kathleen distributed monthly financial grant summaries explaining the allocation of her hours fluctuates between KCWP and other funding sources.  Kathleen apprised the Board water quality monitoring and testing in the KRD/KCWP lab is continuing.  Kathleen apprised the Board she is preparing a KCWP booth for public outreach in the 4-H building at the 2004 Kittitas County Fair.  Kathleen requested approval to attend a training on riparian area management through USGS in Portland, Oregon September 14th – 15th.  Kathleen further explained costs would include $260.00 Registration and lodging.  A motion from Jim Schnebly and seconded by Mel Dyk approved Kathleen attend the riparian area management training in Portland.  The motion passed unanimously.

 

Kathleen apprised the Board there is a grant agreement negotiation meeting with DOE and KRD/KCWP scheduled for 9:30 a.m.  September 8,2004 at the KRD office.  Kathleen explained she would try and negotiate running KCCD water quality testing through the KRD/KCWP lab under the grant with KCCD reimbursing KCWP the 25% match.  Kathleen requested approval to negotiate running the KCCD water quality testing through the grant with KCWP absorbing the 25% match if necessary.  Discussion followed with the consensus Kathleen negotiate running the KCCD water quality tests with the understanding KCWP will absorb the 25% match if necessary. 

 

Kathleen apprised the Board there have been more water quality reports under the water quality compliance policy explaining every effort is being made to prevent fields from getting to the “strike 3” level. 

 

Jim Schnebly presented information from a meeting on the Comprehensive Irrigation District Management Plan explaining additional information is needed regarding which agencies will be participating and suggested Kittitas County participate on an individual agency basis not as a county.  Discussion followed with the consensus the KCWP Board does not want to go through the CIDMP process.  Jim Schnebly apprised the Board there will be a CIDMP presentation at the September 7th KRD Board Meeting.

 

Kathleen requested an update on phone numbers.

 

Kathleen requested input on scheduling a landowner meeting.  It was the consensus of the Board a landowner meeting be scheduled for October 28, 2004. 

 

Moving to Other Business Kathleen presented an update on the Bacteria TMDL explaining no final decisions have been made in Olympia on the Bacteria TMDL.

 

Kathleen announced the next Kittitas County Water Purveyors Board meeting would be September 28, 2004.
