                                                          Minutes of Regular Meeting

                                                          March 23, 2004

 

The Board of Directors of the Kittitas County Water Purveyors met in Regular Session on March 23, 2004.  Directors in attendance were Chairman Pat Clerf, Kevin Eslinger, Mel Dyk, Jack Clerf, Jim Schnebly, Jack Carpenter, Kathleen Satnik, Roger Satnik

 

The Minutes of the February 24, 2004 meeting were approved as presented by a motion from Mel Dyk and seconded by Jack Clef.

The motion passed unanimously.

 

Kathleen presented an update on the DOE 319 Grant explaining requests for funding are being received.  Kathleen continued explaining funding for planting trees along Billiter Spill and fencing at the end of the Turbine Ditch will be has been approved.  Kathleen explained applications are still being accepted for funding and discussions are continuing with DOE regarding settling ponds.  Kathleen apprised the Board the interim report is due the end of March, 2004.

 

Kathleen apprised the Board a workshop being hosted by the Western Governors Association and the Western States Water Council is being held in Las Vegas March 30th – April 1st and they have requested a representative from Kittitas County to participate.  Kathleen requested permission to attend.  Kathleen explained airfare and hotel will be paid by the hosting entities.  Due to the short notice for the workshop Kathleen received approval to attend the workshop from Chairman Pat Clerf with KCWP reimbursing expenses not paid by the hosting entities. 

 

Kathleen distributed the financial progress reports for the DOE 319 Grant, YTAHP and the Manastash Project.  Kathleen explained she received approval from DOE to move monies between tasks on the 319 Grant allowing her to hire Bethany Wilcox to assist with the water quality program and lab.

 

Kathleen discussed sites scheduled for water quality sampling in 2004 explaining data loggers and turbidimeters are scheduled for installation.  Kathleen explained with the installation of the turbidimeters it will expand the time period of data collection.   

 

Kathleen presented information on the Comprehensive Irrigation District Management Plan and requested they bring responses from individual entities to the April meeting.

 

Moving to Water Quality Lab Kathleen apprised the Board the water quality lab is operational and accredited with the first samples tested for turbidity.  Chairman Pat Clerf asked anybody observing water quality concerns should call Kathleen and she can collect a water quality sample.  Kathleen explained the equipment is in and ready for installation for total suspended sediment with a 4 to 6 week accreditation process.

 

Moving to Other Business a KCWP public meeting was discussed with the consensus a KCWP public meeting be scheduled for April 29th.

 

Chairman Pat Clerf announced the next KCWP Board Meeting will be April 27th.
