Kittitas County Water Purveyors
The September meeting of the Kittitas County Water Purveyors was called to order by Chairman Pat Clerf at 7:00 p.m. Those in attendance were Jack Carpenter, Barbara Pettit, Roger Satnik and Jim Schnebly, Kittitas Reclamation District; Richard Bain, Wold Ditch; Jay Anderson and Vern Burghart, Wetside Ditch Co.; Ben George, Taneum Canal Co.; Kevin Eslinger and Steve Rosbach, Denmark Irrigators; Tony Jantzer, Cascade Irrigation District; Allen Aronica and David Chain, Natural Resource Conservation Service; Pat Clerf, Ellensburg Water Co.; Tom Brunson, Packwood Ditch; Anna Olsen, KCCD; and Jane Tonkin, Department of Ecology.
Item 1. Call to order, information
Chairman Pat Clerf declared the agenda for the September 30, 1999 meeting approved as presented. The minutes of the July 29, 1999 meeting were declared approved as amended by Chairman Pat Clerf.
Chairman Pat Clerf introduced speakers beginning with Roger Satnik.
Roger Satnik, Kittitas Reclamation District, presented information from the August water sampling results on suspended sediments and fecal coliform explaining the results continue to return high levels for some perameters with no real pattern of location or levels at locations. Richard Bain explained the presence of ducks and geese can affect the results as they have a disproportionate amount of fecal coliform in their feces.
2, Anna Olsen, KCCD, reported similar results on the fecal coliform and suspended sediments as those reported by Roger Satnik. Anna further explained additional water sampling is scheduled for October 4, 1999 and November 3, 1999. Anna further explained additional funding may be available to pursue the testing and research of the fecal coliform. Anna explained the August LegislativeTour with a follow up newsletter was very successful and well received. Anna explained KCCD also held a field tour and it was very well attended. Anna explained the next round of Salmon Grants will be available in November, 1999 with a due date of January 14-15, 2000.
Item 2. Grant Update
1. Jack Carpenter explained he needed to clarify the grant type explaining it is a Centennial Clean Water Grant not a 319 Grant. Roger Satnik reported the progress on the grant explaining the final paperwork is being completed with final approval anticipated in November. Roger further explained the composition of the grant identifies five tasks for completion with some flexibility of allocation of funds between tasks. One of the tasks of the grant includes hiring a facilitator for a half time position to administer and monitor the grant. Roger discussed the spreadsheet he prepared for proposed funding increasing the position to full time with funding participation from Kittitas Reclamation District, Cascade Irrigation District, Westside Ditch Co. and Ellensburg Water Co. based on acreage. Chairman Pat Clerf facilitated discussion on the grant proposals with the recommendation representatives take the information and discuss the position and funding level with their designated Boards for input at the KCWP October 28, 1999 meeting.
Item 3. Meeting Schedule
1. Jack Carpenter suggested the November meeting be scheduled for November 18, 1999 due to the Thanksgiving Holiday. (note : there is no meeting currently scheduled for Nov. or Dec. as of 11/2/99)
