March 25, 1999 Organizational Meeting
Joint Water Purveyor Meeting.
The third meeting of the proposed Joint Water Purveyor Board was called to order by Pat Clerf at 7:00 p.m. Those in attendance were Jack Carpenter, Barbara Pettit, Urban Eberhart, Roger Satnik, Jim Schenebly, Kittitas Reclamation District; Jeff Brunson, Bull Canal Co.; Jay Anderson, Vern Burghart, Westside Irrigation Co.; Richard Siderius, Mid State Coop.; Anna Olsen, Bob Haberman, Dale Dyk, KCCD; Joe Joy, Chris Coffin, Betsy Dickes, Department of Ecology; Kevin Barnhart, Gary Diefenbach, Farmers; Patrick Monk, Yakima River Basin Irrigation Districts; Daryle Starkovich, Bruno Bonetto, Seaton Water Users Association; Ben George, Taneum Canal Co;, Kevin Eslinger, Denmark Irrigation; Pat Taylor, Olson Ditch, Rob Acheson, Fogarty Ditch; Pat Clerf, Larry Browne, Ellensburg Water Company; Jack Clerf, Cascade Irrigation District; Allen Aronica, NRCS.
Item l. Call to order, introductions
The agenda for March 25, 1999 and the minutes of the February 19, 1999 and March 11, 1999 meetings were declared approved as presented by acting chairman Pat Clerf.
Mr. Clerf introduced invited guests speakers from the Kittitas County Conservation District, Washington State Department of Ecology, and Natural Resource Conservation Service. Mr. Clerf explained they are here to discuss the proposed sampling sites and testing.
1. Anna Olsen, Kittitas County Conservation District identified 9 sites located on the Cherry Creek, Ellensburg Water Company, Cascade Irrigation District and Kittitas Reclamation District.
2. David Chain, NRCS discussed the role of NRCS explaining they will be supporting and providing backup to the Conservation District.
3. Roger Satnik, KRD, presented maps with all proposed testing site locations and parameters and requested input from members about site locations..
4. Joe Joy, Chris Coffin and Betsy Dickes, Department of Ecology, presented an overview of the proposed sampling dates, sites and scope of the studies. Kittitas County Water Purveyors will continue to work with D.O.E. on sampling locations and site development.
5. Pat Monk explained his position of Fish Biologist with the Yakima Basin Joint Board.
6. Jack Carpenter presented an overview of site development explaining KRD is in the process of installing gauging stations for monitoring of TMDL.
7. Mr. Clerf discussed private land access with the suggestion access for testing on private lands should be preceded with the introduction of agency personnel by local staff.
Item 2. Organization Items:
1. Mr. Clerf requested each entity identify a contact person, on the sign up sheet for distribution of information.
2. Mr. Clerf suggested a title be approved. A motion from Ben George and seconded by Jim Schnebly approved the title of Kittitas County Water Purveyors. The motion passed unanimously.
3. Mr. Clerf suggested the election of a chairman and vice-chairman. A motion from Gary Diefenbach and seconded by Rob Acheson elected Pat Clerf as Chairman. The motion passed unanimously. A motion from Larry Browne and seconded by Jay Anderson elected Kevin Eslinger as Vice Chairman. The motion passed.
4. Mr. Clerf suggested input regarding the meeting being published and open to the public. Discussion followed with a motion from Kevin Eslinger and seconded by Jay Anderson the meetings be open to the public with individuals wanting to address the group request being placed on the agenda prior to the meeting. The motion passed. Discussion followed with the consensus the meetings be published. Mr. Clerf explained Mr. Carpenter has offered to post the minutes of the meetings on the KRD web site.
5. The KCWP will meet on the last Thursday of each month.
The next meeting will be held at 7:00 p.m. April 29, 1999 at Sterling Savings.
Item 3. Suggested Agenda Items for Next Meeting
1. Jack Carpenter will contact the Governors Office for a guest speaker on the Salmon Recovery Plan to address the April 29, 1999 meeting.
Item 4. Grants Update
Mr. Carpenter explained there is no update on the Salmon Grant and progress is continuing on the Centennial 319 Grant ranking process.
Item 5. Other
Larry Browne presented updated information on the Tri County Water Resources Agency.
Jack Carpenter presented the 1998 Department of Ecology Agricultural Water Quality Education Program Flyer for review and modification. Mr. Carpenter will work with D.O.E. on modifications for the 1999 flyer. Mr. Carpenter presented information on ASave our Dam@ organization and website.
