March 11, 1999 Organizational Meeting
Joint Water Purveyor Meeting
The second meeting of the proposed Joint Water Purveyor Board was call to order by Pat Clerf at 7:00 p.m. Those in attendance were Jack Carpenter, Barbara Pettit, Jim Schnebly, Urban Eberhart, Gary Diefenbach of Kittitas Reclamation District, Ben George, Taneum Canal Co., Kevin Eslinger, Steve Rosbach, Denmark Irrigation, Dave Duncan, Manastash Ditch, Tony Jantzer, Jack Clerf, Cascade Irrigation Dist., Pat Clerf, Tom Dodge, Larry Browne, Ellensburg Water Co., Tom Brunson, Bob Mundy, Packwood Canal, Jay Anderson, Gene Panattoni, Vern Burghart, Westside Irrigation Co., Richard Bain, Wold Ditch, Rob Acheson, Fogarty Ditch, Pat Taylor, Olson Ditch, Mike Moeur, Mill Pond Ditch, Brent Mellergaard, Manastash Creek and Douglas Gibb.
Item 1. Call to order, introductions
Mr. Clerf requested input on chairman for the meetings with the consensus he continue as chairman.
Item 2. Grants
Jack Carpenter reported a grant application for $50,000. has been submitted to the Governors Salmon Team for water monitoring, staffing and air photography. Mr. Carpenter explained the review and approval process.
Mr. Carpenter reported a grant application for $185,000. has also been submitted to Department of Ecology for a non source 319 grant. The grant has been submitted in cooperation with the Department of Ecology, NRCS and the Kittitas County Conservation District for water monitoring, staffing and educational materials. Mr. Carpenter explained the rating system for funding.
Item 3. Water Quality
Mr. Clerf asked the group input on the goals of the group and requested input on water quality being the proposed goal. Lengthy discussion followed regarding gathering of data and use of the data with the consensus the data should be gathered and compiled for use in determining and meeting the TMDL goals. EWC Manager Larry Browne reported he spent yesterday touring with a DOE representative educating her on the irrigation systems of the Kitties Valley and discussing the 15 proposed testing sites. KRD Manager Jack Carpenter reported KRD is currently sampling at specific location within the District with the samples being sent to the Bureau of Reclamation for testing. Lengthy discussion followed regarding gathering and compiling of data and proposed testing sites with continued cooperation with the Department of Ecology.
ACTION ITEMS:
Mr. Carpenter reported he will have three sets of water quality samples of 100 NTU, 650 NTU and 2000 NTU available for review and use in demonstrating water quality by the next meeting.
Item 4. Committee
Pat Clerf requested names of individuals or irrigation entities not represented at this meeting so they can be contacted for participation explaining he would like to see representation in this group from all irrigation individuals and entities in the Ktittitas Valley. Discussion followed with the consensus a committee not be appointed at this time and all interested irrigators have input in group decisions. The next meeting date was discussed with Mr. Carpenter suggesting the last Thursday of each month which would allow for information being presented at respective entity meetings usually held the first week of each month.
ACTION ITEMS:
Mr. Carpenter will schedule the next meeting for 7:00 p.m. March 25, 1999 at Sterling Savings.
Mr. Carpenter will invite Department of Ecology, Kitties County Conservation District, NRCS and WSU personnel to the March 25 meeting for input on sight review.
