Kittitas County Water Purveyors
The October meeting of the Kittitas County Water Purveyors was called to order by Chairman Pat Clerf at 7:00 p.m. Those in attendance were Jack Carpenter, Barbara Pettit, Roger Satnik and Jim Schnebly, Kittitas Reclamation District; Jay Anderson and Vern Burghart, Westside Ditch Co.; Ryan Anderson, Department of Ecology; David Chain, Natural Resource Conservation Service; Jack Clerf and Tony Jantzer, Cascade Irrigation District; Pat Clerf, Ellensburg Water Co.; Kevin Eslinger, Denmark Irrigators; Anna Olsen, KCCD; Richard Siderius, Mid State Coop.; and Pat Taylor, Olsen Ditch.
Item 1. Call to order
Chairman Pat Clerf declared the agenda for the October 28, 1999 meeting approved as presented. The minutes of the September 30, 1999 meeting were declared approved as presented by Chairman Pat Clerf.
Item 2. Grant Update
Roger Satnik presented a grant update explaining he received notification the grant could be signed the first or second week in November 1999. Mr. Satnik explained once the grant is signed by all parties funds can be expended on grant related tasks. Mr. Satnik explained he has begun working with Jane Tonkin, DOE, on the Quality Assurance Plan and requested input on testing site selections. Discussion followed with the recommendation each Board discuss site selections and contact Roger with recommendation.
Chairman Pat Clerf polled each entity regarding a $.30 per acre contribution toward the water monitoring program and increasing the facilitator position to full time. Jay Anderson, West Side Ditch, reported Westside Ditch approved a contribution of $.30 per acre. Jack Clerf, Cascade Irrigation District, reported Cascade Irrigation approved the contribution of $.30 per acre. Tony Jantzer, Cascade Irrigation, discussed the contribution being used as cash match for the grant. Pat Clerf, Ellensburg Water Co., reported Ellensburg Water Co. approved the contribution of $.30 per acre. Jim Schnebly, Kittitas Reclamation District, reported Kittitas Reclamation District approved the contribution of $.30 per acre. Discussion continued with Pat Clerf explaining additional contributions may be received as the program progresses.
Chairman Pat Clerf explained one of the first tasks is to write a job description for the facilitator of the water monitoring program suggesting each of the above contributing entities have representation on the job description committee. Mr. Clerf requested interested individuals contact Jack Carpenter, Kevin Eslinger or himself.
Item 3. Water Monitoring
Roger Satnik reported no new lab results since August.
Anna Olsen, KCCD, reported one sample date since the last meeting with nothing new results to report. Anna further reported their last sampling date would be next week.
Ryan Anderson, DOE, reported no new results. Ryan discussed the current DOE testing at the Granger drain.
Anna Olsen, KCCD, explained mailers were distributed to 438 eligible individual under the CREP program. Anna explained she is applying for a grant to assist with Bull Ditch.
Item 4. Other Business
Steve Rosbach presented a TCWRA update explaining changes are taking place resulting in a more productive working agreement. Steve Rosbach explained the anticipated completion date of the assessment is April, 2000.
Item 5. Meeting Schedule
Chairman Pat Clerf announced the next meeting is scheduled for January, 2000.
