KITTITAS COUNTY WATER PURVEYORS

 

The October 24, 2002 meeting of the Kittitas County Water Purveyors

(KCWP) was held at Sterling Savings. The meeting was called to order by Chairman Pat Clerf. Those in attendance were Pat Clerf, Ellensburg Water Company; Carol Ready, Roger Satnik, Jack Carpenter, Barbara Pettit, Kittitas Reclamation District; Jay Anderson, Westside Irrigating Co.; Ben George, Taneum Canal Co.; Jack Clerf, Cascade Irrigation District; Paul Sorenson.

1. Call to order

Chairman Pat Clerf declared the agenda for the October 24th meeting approved as presented.

2. May 30, 2002 Minutes

The minutes of the May 30th meeting were approved as corrected.

3. Activities Update

Carol Ready reported on the success of the Kittitas County Fair Booth explaining it was in conjunction with the Kittitas County Conservation District and included a demonstration on PAM. Carol presented information on the tour with Washington State Agriculture Director Loveland explaining she is knowledgeable and understands the pressures on agriculture. Carol further explained Director Loveland would like to have contacts in each region in the state to discuss issues as they may arise. Carol discussed the recently mailed Water Line explaining it contains information on TMDL targets and data.

Carol explained her participation in Leadership Ellensburg has been a good experience. Carol presented a legislative update explaining KCWP will make a request to the Washington State Water Resources Association to assist with amending legislation to allow KCWP to become a Board of Joint Control making KCWP a legal entity and operate independently.

4. Water Quality Complaint Procedures

Chairman Pat Clerf explained the TMDL Compliance Targets are set and accepted by EPA and the KCWP Board is working on complaint procedures and compliance.

5. Water Quality Grant and Agreement Status

Carol presented information on the DOE Water Quality Agreement and the DOE 319 TMDL Grant explaining a water quality technician will be hired with funding from both funding sources.

6. Yakima Tributary Access and Habitat Program Update

Carol discussed the YTAHP funding activities explaining 11 structures were designed and material purchased. Carol further explained there is a website where before and after project photos are available. Carol explained Salmon Recovery Funding Board Applications have been submitted for continued projects on Currier Creek, Bull Ditch/Coleman Creek, Naneum and others explaining the project engineering has been completed.

7. Other Items

Carol presented information on the Federal Clean Water Act Section 303(d) List explaining specified creeks in Kittitas County have been identified as requiring a bacteria TMDL. Carol explained KCCD received funding for a bacterial source tracking study explaining the (E.coli) bacteria comes from the intestines of warm blooded animals with the DNA identifiable by species with the sample results indicating 21% birds, 19% bovine, 20% unknown, with the remainder rodents, humans, dogs, cats, etc. Carol and Roger explained DOE was not satisfied the test results were accurate and DOE personnel toured Kittitas County with discussion and meetings continuing.

8. Next KCWP Meeting

Chairman Pat Clerf announced the next meeting is tentatively scheduled for February 27, 2003.
