KITTITAS COUNTY WATER PURVEYORS
The January 25, 2001 meeting of the Kittitas County Water Purveyors was called to order by Chairman Pat Clerf. Those in attendance were Jay Anderson, Vern Burghart, Westside Ditch Co.; Jack Carpenter, Barbara Pettit, Roger Satnik, Carol Ready, Jim Schnebly, Kittitas Reclamation District; Pat Clerf, Ellensburg Water Co.; Jane Creech, DOE; Kevin Eslinger, Steve Rosbach, Paul Sorenson, Denmark Irrigators; Ben George, Taneum Ditch Co.; Tony Jantzer, Cascade Irrigation District; Anna Lael, KCCD; Brent Mellergaard, Manastash Creek; Richard Siderius, Mid State Coop; Pat Taylor, Olsen Ditch; Jim Milton, Tri County Water Resources Association; Brian Lenz, Puget Sound Energy; Larry Sharpe, Mountain Star; Don Blake, Bill Woods Jr.; F.A. Item 1. Call to order
Pat Clerf, Chairman, declared the agenda for the January 25, 2001 meeting approved as presented. The minutes of the October 25, 2001 meeting were approved as corrected.
Item 2. KCWP Organizing Documents and Status
Chairman Pat Clerf presented the Articles of Incorporation, By-Laws and non-profit status application for review and discussion.
Item 3. Water Quality Data for 2000 Sampling Season
Carol Ready and Roger Satnik presented data tables and graphs reflecting the parameters established for the 2000-sampling season. The 2000 season included 27 sampling sites with sites located in irrigation districts and the head and tail waters. Samples were also taken on Caribou, Cooke, Coleman, Parke, Naneum, Wilson, Manastash, Robinson and Taneum Creeks including samples sites above and below irrigated agricultural lands. Carol further explained in the new DOE agreement KCWP is charged with helping gather data so DOE can set the TMDL and total suspended sediments and turbidity in the Upper Yakima River Basin. Jane Creech, DOE, explained the primary focus of the TMDL is suspended sediments with a correlation between suspended sediments and turbidity. Jane continued explaining testing for pesticides will be included in setting the TMDL in the Upper Yakima River Basin. Anna Lael, KCCD, presented data tables and graphs on their 2000-sampling season including some of the same sites and parameters sampled by KRD with similar results. Carol presented modifications for the 2001 sampling season.
Item 4. Department of Ecology Grant
Carol Ready and Roger Satnik presented information on the $30,000.00 Department of Ecology Agreement explaining there is no match requirement and the monies must be expended by June 30, 2001. Carol further explained the agreement is to assist DOE with a hydrology study, GIS mapping layer for hydrologic data and outreach on clean water which will assist with setting and or implementing the TMDL in the Upper Yakima River Basin.
Item 5. New Grants for 2002 Funding
Carol Ready and Roger Satnik presented information on possible grants and funding sources for 2002-2003. Carol explained she will be submitting applications for funding to the Washington State Centennial Clean Water Fund, Revolving Fund, 319 Non-Point Source Fund and other private funding sources.
Item 6. Other Topics
Chairman Pat Clerf explained that Carol Ready has been presenting data at various water district and water company meetings and requested anyone interested in a presentation of the data to please contact Carol.
Carol explained the Keechelus Dam information is available for comment with the preferred option for the USBR is to repair and replace. Carol stated she would submit a letter of support for the preferred option on behalf of KCWP and suggested other water users do the same. Carol presented information on proposed changes to the water quality standards.
Item 7. Meeting Schedule
Chairman Pat Clerf announced the next meeting is scheduled for March 29, 2001.
